Can this dog be trained or should he be put down?

I dont want to say this, but the dog may need to be put down. The dog is part German Shepard, and if those aren't trained when puppies, they will never learn. Better safe then sorry. You can try to train it, but I don't see much hope. She's had to dog for a year, and he's 3? Couldn't of happened anyway.
