Do I need to buy new windows software when I buy a new hard drive?

You don't need to buy a new copy of Windows, you can use your existing licence. When you replace the drive, you will have to install Windows from the recovery media that came with your computer. When the install completes, it will ask for a product key. This is usually on the side of the case (desktop), or under the computer (laptop).
