Why do adults scare their children with lies?

Sorry you grew up with such caregivers. I never lie to my kid about that stuff, There are too many REAL threats in the world, with crime and terrorism and disease, to bother with fanciful stuff like that. Sometimes kids can be reasonable if you explain things, other times you just need the intestinal fortitude to just say "Do it, Because I Said SO"
