Name of a movie from 1990s I believe.?

Im trying to remember a name of a movie, The movie was basically kind of a low class budget film and I believe it came in or around the 1990s. kind of like one of the movies you see on the Syfy channel. Basically the basis was there was like cannibal little creatures. And the ate humans and they were about as big as gremlins. I cannot really remember much there was a guy who could shapeshift into like any form he saw in one of the movies. Any suggestions on what it could possibly be?
