Going insane looking for the name of an old sci fi movie! HELP!!!?

There is two characters that come from a different "world" or "time" they come from a time portal, I think. All I know is the good one wears no shirt has a headband around his head, and a skirt like thingy. (no, not a quilt) he has long blondish hair and he has a bird of some sort. He meets a girl in California and she tries to help him. The bad guy wears a long black coat, also has long blond hair and he wears it in a half pony tail. The most helpful thing is this... the bad guy has a scar or something on his face and he covers it with a black mask. The mask only covers half his face though. And I want to say there is a tiger involved in some way. PLEASE HELP ME THINK OF THE NAME TO THIS MOVIE!!!!!! I'VE ASKED EVERYONE I KNOW AND NO ONE SEEMS TO KNOW WHAT I'M TALKING ABOUT!! :( I'd really like to see this movie again.
